リゾルバーは返答中のレコードをどう処理すべきか。

Additional を受け入れるのは owner が qname itself or suffix of qname の場合。
  当然ながら、zonecutより下という条件は満たしているとして。

negative response, referrals では Answer Section は長さ0で、
Authority SectionにNSやSOAがある。
